|Summary||0002861: Windows 8.1 OneDrive files cannot be opened|
|Description||Trying to open a Windows 8.1 OneDrive "smart file" results in "The file cannot be accessed by the system" error message.|
These "smart" files are NTFS reparse points, and can only be opened when the FILE_FLAG_OPEN_REPARSE_POINT is set.

These are not real files, they must be dowloaded first.

Actually, "Open" (using Enter) works just fine - shell downloads the file automatically.
If you mean that such files can't be opened in internal viewer/editor - it's expected and I don't think it will change in the observable feature.
I suggest you use 'Make available offline' command from the context menu for now.
